시민단체 반핵시위로 여당 압박
정부, 1·2원자로 공사 멈추기로
과반투표 규정 국민투표 관건

대만 정부가 97.5%나 공사가 진행된 원전 건설을 멈추기로 했다. 시민들의 반핵 시위와 야당이 집권당을 압박한 결과다. 최종 폐쇄 여부는 국민투표로 결정될 예정이지만, <사우스차이나모닝포스트>는 “마잉주 대만 총통이 압력에 굴복했다”고 전했다.

마잉주 총통은 27일 집권 국민당 소속 지방자치단체장들과 만난 뒤 북부 해안에 짓고 있던 공정률 97.5%의 4원전 1원자로(1350MW) 공사를 중단하기로 했다고 당 대변인을 통해 발표했다. 4원전 2원자로(1350MW) 건설도 중단했다. 대만은 현재 남부 끝 해안의 만산원전, 북부 끝 해안의 진산원전과 구오성원전 등 3개 원전(총 6개 원자로)에서 전체 전력의 18.4%(4884MW)를 공급받고 있다. 이들 원전은 2025년까지 수명이 다해, 대만 정부는 새 원전을 짓고 있었다.

원전 건설 중단을 이끌어낸 것은 시민의 힘이다. 마잉주 총통은 27일 120여개 시민·사회단체로 구성된 전국반핵행동이 주최한 집회 참가자 5만여명(주최 쪽 추산)이 경찰의 해산 명령에도 타이베이 도심 4차로를 점거하는 등 격력한 시위를 벌이자 양보안을 내놨다. 앞서 반핵 운동가인 린이슝 민진당 전 주석(당 대표)이 22일 단식농성에 들어갔고, 체르노빌 원전 사고 28주년을 맞은 26일에도 3만명(주최 쪽 추산)이 집회를 열었다. 대만에서는 2011년 후쿠시마 원전 사고 뒤 반핵 분위기가 높아지고 있다. 새 원전까지 포함해 3개의 원전이 들어서게 될 뉴 타이베이시티 쪽도 반발하고 있다. 대만이 화산활동 안전지대가 아니기 때문이다.

대만 여야는 건설이 중단된 4원전의 운명을 국민투표로 결정하기로 했다. 하지만 전체 유권자 과반(약 900만명) 투표에 과반 찬성 요건인 현 제도를 바꿔야 한다는 게 시민단체와 야당의 주장이다. 2004년 이래 6차례의 국민투표에서 과반 참여라는 요건을 만족시킨 경우가 없었다. 현재 전체 에너지의 95%를 수입하고 있는 대만은 그동안 원자력을 주요 대안으로 여겨왔다.

120여 개 대만 시민·사회단체로 구성된 전국반핵행동은 27일 오후 타이베이 중앙 철도역 앞 도로에서 집회를 열고 제4 원전 건설 중단, 원자력 의존 발전정책 수정 등을 요구했다.

참가자들은 총통부 앞 카이다거란(凱達格蘭)대로를 출발, 도심 거리행진을 벌인 뒤 타이베이 철도역 앞 도로에 집결했다. 주최 측은 이날 5만여 명이 참가한 것으로 집계했다.

이들은 요구가 관철될 때까지 평화 시위를 이어갈 계획이라고 밝혔다.

대만 시민·사회단체는 체르노빌 원전 사고 28주년을 맞은 26일에도 총통부 앞 도로에서 3만여 명(주최측 추산)이 참석한 가운데 반핵 집회를 열었다. 일부 참석자들은 밤샘 토론회 등을 개최했다.

이번 원전 갈등 사태는 반핵 운동가인 린이슝(林義雄) 민진당 전 주석(당 대표)이 지난 22일부터 제4 원전 건설 중단 등을 요구하며 무기한 단식 농성에 돌입한 것이 계기가 됐다.

대만 여야는 97.5%의 공정률을 보이는 제4 원전 가동 문제를 놓고 갈등을 빚고 있다.

제1 야당인 민진당은 즉각적인 공사 중단과 국민투표를 통한 원전 추가 가동 백지화를 주장한 반면 집권 국민당은 원전 계획이 백지화되면 심각한 전력난이 발생할 것이라며 맞서고 있다.

마잉주(馬英九) 총통과 민진당 쑤전창(蘇貞昌) 주석이 지난 25일 만나 이례적으로 TV로 생중계되는 가운데 '끝장 토론'을 벌였지만, 접점을 찾는 데는 실패했다.

여야는 국민투표를 거쳐 제4 원전의 운명을 결정하는 데는 의견일치를 봤지만, 투표 방식 등에선 이견을 보이고 있다.

마 총통은 사태 해결을 위해 27일 국민당 소속 지방자치단체장들과 연석회의도 개최했다.

집회가 잇따르면서 고무탄 총기를 휴대한 헌병이 보강 배치되는 등 총통부와 주요 정부 청사 경계가 대폭 강화됐다.

대만은 현재 전체 에너지의 19%를 원자력에, 77%를 화력발전 등에 의존하고 있다.

(타이베이=연합뉴스) 류성무 특파원 = 대만에서 오는 11월 지방 동시선거를 앞두고 원전 문제가 정치 쟁점으로 떠올랐다.

제1 야당인 민진당은 건설 단계인 제4 원전의 가동 여부를 결정할 국민투표가 시행될 때까지 공사를 전면 중단하라고 요구하고 있지만 대만 행정원은 22일 이를 공식 거부했다.

행정원은 국민투표가 언제 이뤄질지 알 수 없는 상황에서 일방적으로 공사 중단을 발표할 수는 없다는 태도이다.

제4 원전의 '운명'을 결정할 국민투표 방식을 놓고도 이견을 보이고 있다. 집권 국민당과 행정원은 총 유권자의 50% 이상이 참가하고, 투표자의 과반이 찬성하면 통과되는 현행 국민투표법 규정에 따라야 한다는 주장이다.

하지만, 야권은 투표율 기준을 대폭 낮춰야 한다는 입장이다. 이는 기준 투표율에 못 미쳐 국민투표를 통한 원전 가동 백지화 계획이 무산되는 것을 우려한 때문으로 보인다.

재야인사와 시민·사회단체도 대(對) 정부 압박에 가세했다.

반핵 운동가이자 민진당 전 주석(당 대표)인 린이슝(林義雄)은 제4 원전 건설 중단을 요구하며 이날부터 무기한 단식 농성에 들어갔다.

반핵 단체들도 오는 26일 타이베이에서 원자력 의존 발전정책 전면 수정 등을 요구하는 집회를 개최할 예정이다.

이들 단체는 2011년 3월 동일본 대지진 사례를 거론하면서 대만이 환태평양 지진대에 놓여 있어 일본 후쿠시마와 같은 원전 사고에 취약한 상황이라고 주장했다.

1999년 시작된 제4 원전 건설 사업은 95% 이상의 공정률을 보이며 마무리 단계다. 이 사업에는 3천300억 대만달러(약 11조 3천억 원)의 예산이 투입됐다. 이 원전은 2016년 상업운전을 목표로 하고 있다.

대만 경제부는 원전 계획이 백지화되면 2018년부터 제한송전이 불가피하다고 주장했다.

대만은 현재 전체 에너지의 19%를 원자력에, 77%를 화력발전 등에 의존하고 있다.

민간단체의 여론조사 등에 따르면 대만 국민의 60% 이상이 제4 원전 가동에 반대하고 있다.

The Taiwan government will halt construction at the island's fourth nuclear power plant as local opposition to atomic energy continues to mount.

President Ma Ying-jeou's Kuomintang party says a decision has been made to seal off the plant's first reactor after the completion of safety checks.

And construction of the second reactor will be halted immediately.

The move is the latest sign of pressure on Mr Ma's administration from opposition parties and anti-nuclear activists, who are concerned about the safety of such facilities in earthquake-prone regions of Taiwan following the 2011 Fukushima disaster in Japan.

Tens of thousands of protesters gathered in downtown Taipei over the weekend, urging the government to abandon nuclear energy.

The protesters had broken through a police cordon to block one of the busiest streets in Taiwan's capital.

On Friday, Mr Ma refused opposition demands for an immediate referendum on the future of Taiwan's contentious fourth nuclear plant, but reiterated that the government would hold such a vote before the facility starts operations.

The fourth plant is located in northern New Taipei City.

Taiwan's three current nuclear power facilities would have to run for longer if the fourth one does not start operating as planned, the economics ministry has said.

Taiwan's first nuclear plant is set to be decommissioned from 2018, while the second is set to close between 2021 and 2023.

The existing nuclear power plants supply about 20 per cent of the nation's electricity.

The main opposition Democratic Progressive Party opposes the facility on safety grounds, while the ruling Kuomintang party says the island will run short of power unless it goes ahead.

Taiwan sits near the so-called ring of fire region of seismic activity around the Pacific Ocean.

Police used water cannon early on Monday to disperse thousands of demonstrators blocking a main traffic route in Taiwan's capital, Taipei.

The governing Kuomintang Party agreed on Sunday to temporarily suspend work on two nuclear reactors but have so far refused to halt the project altogether.

The move comes amid mounting public concern over nuclear safety.

Protestors gathered in Taipei over the weekend and have pledged to continue their sit-in until Tuesday. Many have refused to leave without an official government announcement.

Taiwanese President Ma Ying-jeou had said the government would hold a referendum on the issue before the plant began operating.

Taiwan relies on nuclear power for about 18% of its energy needs. The remaining three nuclear power plants would have to function longer if the fourth one does not start operations as planned, the economic ministry said.

Taiwan's first nuclear plant is set to be decommissioned from 2018 while the second plant is set to close between 2021 and 2023.

The fourth plant will be located in northern New Taipei City, the most populous city in Taiwan.

Opponents of the fourth nuclear power plant say that it will dangerous given that Taiwan is located in an earthquake zone, reports the BBC's Cindy Sui in Taipei.

Supporters, which include the governing Kuomintang Party, argue that the fourth plant will be much safer than Japan's Fukushima plant, which was crippled by the 2011 earthquake and tsunami.
